How can you collectively achieve successful implementation of sustainable solutions? This question lies at the heart of Stephanie Janssen’s work. As a researcher at Deltares, she specialises in social inclusion.

In anticipation of the ‘Social Inclusion in Water Climate Adaptation’ event, organised by Partners for Water and Deltares on 12 September, Stephanie discusses the significance of fostering inclusive transformation within the water sector.

In reaching genuine sustainable solutions, Stephanie believes it takes a collective effort. She cites a walk across clayey fields along the Friesland coast as an example. Here, the power of diverse voices became vividly apparent to her. “With local farmers, researchers and individuals from nature organisations and water institutes, we thought about sustainable coastal defenses in Friesland., we went out into the field together to devise solutions. The valuable ideas that surfaced could not have been conceived alone by one individual.”

Expect the unexpected

Conceiving ideas in a Friesian field is just one of the many examples Stephanie passionately highlights while emphasising the significance of social inclusion. “Water challenges are complex and lack of a single solution. The beauty of social inclusion is that you don’t have to face these complex challenges alone. Every time I collaborate with fellow stakeholders and remain open to the unexpected, powerful solutions emerge. And I see that this open mindset is gaining momentum within the water sector.”

Significant critiques

While the water sector is now actively pursuing an inclusive transformation, this hasn’t always been the case. A few years ago, the sector faced significant criticism from scientists, NGOs and journalists. Stephanie explains: “Professionals in the water sector often work with a passion to create positive change. However, solutions didn’t always align with the local context, stakeholders were insufficiently engaged and marginalised groups were often overlooked.” In response to this critique, a turning point emerged. “In the water sector, we made the collective decision to enhance our practices and deepen our understanding of social inclusion.”

Putting into practice

“Our challenge? To listen with an open mindset and curiosity,” Stephanie explains. She clarifies that she doesn’t limit this challenge solely to the design and implementation of water-related solutions, but to apply it at all levels. “I believe this mindset is equally important during discussions and reflections on social inclusivity. I make an effort to identify and set aside my own assumptions and to be genuinely curious about others’ perspectives. It’s not always easy, but it consistently brings valuable insights,” she emphasises.

Learning Together

The desire to embrace social inclusion at all levels is not unique to Stephanie. “The theme resonates greatly within the international water community. For instance, this became clear during the UN Water conference in March this year, where inclusion was one of the core values. I’ve noticed that motivation to collaborate on improving social inclusion is evident on all sides. That’s also one of the reasons why we’ve organised the ‘Social Inclusion in Water Climate Adaptation’ event,” she explains. The event is intended for professionals from private and public organisations, NGOs and knowledge institutions. “We will exchange ideas and experiences and explore how we can collectively progress on this theme as individuals, organisations and collectively in the water sector.”

Taking the next steps

“During the event, we will delve into what participants currently perceive and experience in the water sector, along with the challenges they encounter,” explains Stephanie. “Various individuals will share cases and insights, including Meike van Ginneken, the new Water Envoy of the Netherlands. Through interactive sessions, we aim to listen deeply to each other and collectively set new goals to enhance inclusivity within the water sector. Together, we will take the next steps towards a more inclusive water world.”

Combating water scarcity by integrating circular water systems into a bustling Mexican market. This requires not only innovative technology, but also clever spatial design and a deep understanding of the political and social context. Calzada del Agua meets that requirement.

Their feasibility study, funded by Partners for Water, is coming to a successful conclusion. The key to its success? “Combining each other’s strengths.”

It’s a rainy afternoon when Karina Peña sits down in her office in the Dutch city of Delft. The glass wall and open metal shelving reveal a glimpse of vibrant activity. The innovative start-up’s CEO and co-founder explains: “Here at FieldFactors, we’re producing unique modular systems to make locations or facilities water-neutral and climate-resilient – we call them ‘BlueBloqs’. They consist of products for rainwater purification and control and monitoring that work together seamlessly”. Karina strongly believes in the power of working together – and not just when it comes to products. “We’re the technical partner of the consortium behind Calzada del Agua and together we aim to tackle Mexico’s severe water scarcity.”

Creating synergy

The project benefits from the expertise shared by each consortium partner. For instance, while FieldFactors provides BlueBloqs, urban planning firm Beccan Davila + Puentes (BD+P) handles the spatial design, integrating FieldFactors’ technology into regional settings. Additionally, the Mexican consultancy agency Centro SC provides valuable support by managing the regulatory context and relevant stakeholders. “It’s a fruitful, complementary collaboration,” Karina says. “Since we had never worked together before, we had to get to know each other first. How could we create synergy? Clear communication turned out to be crucial – for example, to discuss what each of us could bring to the table and what we expected from one another.”

Bridging differences

The consortium adopted a proactive approach in order to understand the full implications of the partners’ differences and align their perspectives. “From the start, we defined a shared vision and project goals identifying the best ways to support each other in pursuing those goals.” This meant, for instance, combining each other’s risk perceptions. “Service providers, who mainly invest in work hours, perceive other risks than a technology provider like us”, Karina explains. “FieldFactors invests in materials and needs to deliver a product overseas. And we care about the future maintenance of the BlueBloqs.”

Sharing experience

The differences between the three organisations are not just a challenge. They are also extremely valuable. “We wouldn’t be working on this project right now if it weren’t for the collaboration with the BD+P and Centro SC”, Karina says. “At FieldFactors, we had no prior experience in Mexico. So, we lacked local networks, as well as a thorough understanding of the institutional and regulatory context there. Our consortium partners had those networks and knowledge of the local context. Their extensive experience in Mexico is one of the main factors contributing to the potential success of the Calzada del Agua project.”

Stakeholder engagement

“We must actively involve local stakeholders if we want our project to have real and lasting impact”, says Karina. “From the local government to the water authority and from the water utility to end-users. They need to be on board.” That’s why the consortium has held numerous workshops with these stakeholders. “In Mexico, involving the authorities and end users is crucial for projects like ours to succeed. If you don’t engage with the local authorities from day one, you won’t make any progress. To create ownership and interest, it’s critical that they take part in creating the solutions. That’s why we asked them: what are your needs? How do you think a rainwater reuse system can work?’ We spent time genuinely listening to their input and that was reciprocated with enthusiasm and support from them!”

What’s next?

With the feasibility testing coming to an end, the consortium partners now find themselves at a time of realignment. “Having identified a receptive market, we are now discussing how to implement the BlueBloqs technology in Mexico and how we can continue working together. In the coming period, we will explore how to accomplish this effectively and what is required to grow as a consortium.

For large-scale farmers, using local weather data and a smart irrigation system is a well-known method to enhance water efficiency.

For many smallholders, however, this method is still unknown and difficult to access. The pilot project SOSIA+, funded by Partners for Water, aims to change this. Its innovative and accessible climate-smart irrigation service is currently boosting small-scale farmers in Ghana.

It is early in the morning when Lindsey Schwidder, Celestina Danso Arhin and Patrick Tannor sit down at the breakfast bar of a hotel in The Hague. The latter two, director and business developer respectively of Holland Greentech Ghana, came all the way from Africa. They are part of a Ghana Netherlands Business Council delegation and they are in the Netherlands to meet with Lindsey, Project Manager Water at Delft University of Technology. The two organisations are partners in the consortium behind SOSIA+.

Shared expertise

Lindsey is SOSIA+’s project leader. With a Masters in society, science and technology, she looks at the applicability of new technologies through a sociological lens. “In my work”, she explains, “I always try to figure out how complex technologies could work in practice”. Lindsey coordinates various international collaboration projects at TU Delft, of which SOSIA+ is one. “I am the nexus for these projects, responsible for ensuring that everyone can bring in their relevant expertise”.

Supporting farmers

“Using water efficiently and seeing farming as a serious business is still uncommon in Ghanaian horticulture”, says Patrick. “Smallholders use their farms to sustain their families and don’t always see it as a way to make money. We make useful technology and knowledge accessible to them, such as the SOSIA+’s smart irrigation system”. Lindsey adds: “This system will support farmers by providing irrigation advice regarding the necessary water volumes and duration of irrigation for the cultivated crop types. The use of real-time local weather data is unique in this regard.”

Accessible service

The project builds on years of collaboration between TU Delft, Holland Greentech and Ghanaian farmers. “A few years ago, together with TU Delft, we designed the ‘Farming as a Business’ course”, says Celestina. “While teaching the course, the idea arose to make an accessible smart irrigation service available to these farmers”. The innovative tool was designed in collaboration with Future Water, a Dutch consultancy and research company and TAHMO a social enterprise initiative, with hundreds of weather stations across Africa.

“Farmers are not just users but also local partners in promoting and disseminating our service”, Patrick says. “Thanks to previous successful, long-term collaborations, there is strong support among the farmers for implementing a pilot project like this. The farmers we work with have realised first-hand that they can save a lot of money with our technologies, knowledge and services. This often makes them very enthusiastic about participating. They are truly our ambassadors and share their acquired knowledge and experiences with as many as 100 to 200 other farmers in the region.”

Experiencing impact

“We consider water conservation very important”, says Lindsey. “But Ghanaian farmers often have other priorities. That’s why we also focus on what matters to them. For example, we link our technology’s impact in the field to the reduced operational hours of the pump – in other words, to lower fuel costs.” Celestina adds: “The most important thing is that we really work with the farmers in the field and receive feedback from them. They are ultimately the ones who have to work with the system and feel its impact.”

Tool development

Lindsey explains that the pilot project aims to cover two growing seasons. “This will not only involve showcasing the service and monitoring water and cost savings, it will also make the SOSIA+ tool more accurate and smarter through corroboration by the farmers. In the coming period, we will train 15 farmers to irrigate a portion of their land using the smart irrigation system and to monitor the outcomes. And then, the pilot project will get started!”

Africa faces immense water challenges. In the southern region, where the Maputo and Umbuluzi river catchments and delta’s cover parts of Mozambique, Eswatini and South Africa, drought threatens the area’s development.

The ‘Global water availability forecasting service to support water security’ (GLOW)-consortium works to address this problem. To find out how, we spoke to Ralf Linneman, Water Management Advisor at HydroLogic and project manager of GLOW, as part of our ‘Innovation in Progress’-series

Competition for fresh water

‘Drought exacerbates existing challenges in the Southern African region, such as food security and sustainability’, explains Ralf. ‘Population growth, economic development and the deterioration of water quality and availability brought on by climate change all contribute to increased competition for fresh water. But that’s not all. Take cyclone Freddy, for example; in a short amount of time, extreme heavy rains caused devastating flooding. For both the day-to-day and seasonal management of water resources, these issues require up-to-date information on forecasted water availability.’

The GLOW-project was initiated to address this need. Ralf not only acts as project manager; he was also involved in creating the operational system that GLOW uses. ‘The goal of this project is to pilot an operational service that forecasts – availability and demand – water resource information. Focusing on water stored in reservoirs, soils and groundwater bodies, the project spans across an entire cross-border water resources system’,  Ralph adds.

Dutch and Southern African expertise brought together

For this project, HydroLogic is working together with FutureWater and Emanti. Ralf explains: ‘HydroLogic specialises in providing decision support services for water managers through HydroNET; an open platform which translates massive amounts of data into useable information for water managers. FutureWater’s area of expertise is evaluation and planning: how do you optimally divide the available water? And Emanti is our local partner who understands all the main social, political, legal and cultural characteristics of users and catchments in Southern Africa.’

Transboundary water security

‘What makes this project unique is using and combining proven techniques to produce operational water availability and demand, up to several months in advance’, Ralf tells us. ‘This will help water managers to make timely decisions. GLOW will also provide this information on a transboundary catchment level. That means water managers from different countries work together to share information and make decisions that are primarily in the interest of the entire catchment – and not just for their own area’, Ralf explains.

‘Different existing models and systems interact with each other. One of the problems we had in this region was a lack of data; it’s hard to build and validate a complex system without it. That’s why we chose to work with techniques that have already been successful elsewhere. We also continuously talk to other HydroNET-users about their experiences such as what were their challenges and how did they resolve them? This way you can come up with a package of well working water management solutions.’

Co-creation with end users

Another way to gather knowledge is by speaking to all of the African parties involved: ‘Like the Joint River Basin Authority in Eswatini, an important stakeholder in this project’, Ralf says. ‘I’ve spent a lot of time talking to the end users – the water managers in the three participating countries. They are the ones making decisions on how to divide the scarce water. I often heard: “I’m missing information on this or on that, can you do something about this?” For me personally, it became my drive to support them in making water management in Southern Africa more sustainable. Understanding their needs and challenges is the starting point in achieving this.’

Pains and gains

Organising workshops is a good way to gain that understanding. Ralf adds: ‘We recently held one in Eswatini to gather regional knowledge. By using the concept of “pains and gains”, we identified the most important stakeholders, placed ourselves in their role and came up with direct solutions that benefit their interests. The fact that the local partners we invited also included their water stakeholder they work with, such as agricultural co-operations and disaster management organisations in the workshop was something I really appreciated. This not only demonstrated their involvement, but it also helped us a great deal to make sure that what we build fits well to the challenges they’re facing.’

He’s not completely new, however, as he was a ‘Rijkstrainee’ (government intern) with PfW in 2008 and served as coordinator for Indonesia for the Netherlands Water Partnership from 2011-2017. Now he will be the Delegated Representative (DR) for Indonesia. He invites anyone interested in the Dutch – Indonesian water cooperation to get in touch with him to talk about opportunities. But first, we will learn a little bit more about him. Welcome to the team, Ivo!

‘I visited Indonesia for the first time back in 2008. As a “Rijkstrainee” (government intern) at PfW, I was stationed at the Netherlands Embassy in Jakarta, supporting a mission for a Dutch minister and her delegation that were visiting Indonesia. I was also involved in the Dutch support for Jakarta’s flood management, which is now known as “National Capital Integrated Coastal Development”.’ After working for seven years as the Indonesian liaison for the Netherlands Water Partnership, Ivo chose to pursue a different career path in order to broaden his knowledge and skills: ‘That’s why I made the move to the Dutch public transport team at the Ministry of Infrastructure and Water Management (I&W). For the past six years as Senior Policy Advisor I was involved in developing the railway system in The Netherlands and cross borders.’

Hybrid role

Now Ivo has taken off with his family to Jakarta for a new adventure as the Delegated Representative (DR) for Indonesia. ‘For three years, I will be formally stationed with the Indonesian Ministry of Public Works and Housing. My roll will be a hybrid one meaning that I’m with the Indonesian Ministry, the Dutch Ministry of Infrastructure and Waterworks (I&W) and the Dutch embassy. This way I’m in the best position to guide the collaboration between relevant governments, companies and other stakeholders involved.’

‘In the last three years I’ve developed a strong network within the Netherlands Ministry of I&W and gained experience in both strategic and political consulting. In addition, I’ve made frequent short and long trips to Indonesia working on various water related projects. I believe these two experiences have prepared me for the role of DR Water Indonesia and will help me to accelerate the strategic, tactical- and operational water cooperation between the two countries.’

Diversity in solutions

In his time as DR, Ivo wants to work hard in matching the Dutch water expertise to specific challenges that Indonesia faces. ‘We need to identify what our strengths are and only suggest using them if we believe they will further benefit Indonesia. To do so, we need to look at the broad spectrum of our sector. The solutions available are very diverse and are coming from newcomers with innovative ideas. That is why we need to involve the young, bright Indonesian and Dutch professionals of tomorrow.’

‘Based on my experiences in flood management in Jakarta, I will track the challenges and opportunities for the Dutch Water sector for both the development of Nusuntara in Kalimantan province, which is going to be the new capital of Indonesia and Jakarta, the current capital. The plan is to make Nusuntara green and ‘smart’ – a great idea that will also come with big challenges. Opportunities for our sector exist, such as in climate adaptation and sustainable water management. In my role, what is important for me is that I carry out my responsibilities in a way that fits the sector and its stakeholders. That is why I’m sending out an open invitation to get in touch with me. I hope to speak to you soon!’

To get a basic idea of what this project entails please read the introduction interview we conducted with Nahuel Beccan Davila, a partner at consortium member BD+P. José Antonio Tello, public affairs expert at consultancy firm Centro SC joins us for the second installment in this interview series.

‘We are the local partner for this project’, José explains. ‘Something you need in Mexico, because navigating the institutional, social, political and legal framework can be difficult. To give an example, there are three levels of government involved in this project. The Mexican water authority at the federal level, the state government which in this case operates the water utility and the municipality of Oaxaca. And because Oaxaca is a UNESCO World Heritage city we also work with the office involved in protecting archeological and historical sites.’

Bringing stakeholders together

The municipality is the driving force behind the project – promoting, operating and implementing it. ‘Their support and leadership are important to gain the trust of other stakeholders’, José tells us. ‘We are constantly in the process of working out how to best navigate this complex framework and bringing stakeholders together. We, for example, organise workshops and get more in-depth through one-on-one conversations. In addition, since this project is international, we also smooth over time zone and language differences.’

Important social places

Rainwater that would normally go straight into the sewage system is captured, filtrated and reused with the BlueBloqs technology. The project site was carefully chosen; a piped river runs underneath the street and furthermore there is natural aquifer. José adds: ‘Although there are more projects like this in Mexico, what makes this one unique is that we directly link the captured water to the end user, in this case a local market. Not only do they need lots of water, but markets are also important social places in Oaxaca. This way we hope to make our efforts visible to the larger public.’

Institutional frameworks

‘The technology works, and we can adapt it to the local context and conditions, but that’s not the biggest challenge. The difficulty for a project like this lies in navigating our legal and institutional frameworks. We are not quite as ready yet as, for example, you in the Netherlands. We are in close contact with regulators to ensure we get the right authorisation from them. We also formalise and explain everything we do. This way we earn the trust of all parties involved.’

Natural track to follow

Stakeholders are very interested in the scalability of the programme due to the water shortages in Mexico. ‘The opportunities and needs to do so are there’, José tells us. ‘This project is a first insight into how feasible it is. If we do scale up, of course there will be new challenges like finding other suitable locations to capture and filtrate water and finding the right end users. But, I believe that once this method has successfully been demonstrated, scaling up will be the natural track to follow.’

‘The Dutch government and PfW have been very supportive of this initiative. And they’ve been a role model to us as well, demonstrating how to work together with international stakeholders. So, I hope the Dutch government support continues so that we can keep finding innovative ways of establishing efficient methods for collaboration. This way we can make sure that the local adaptations of this great idea stay as close as possible to the original plan.’

This May, Tamar Meibergen joined Partners for Water as a Programme Advisor

She will work on various projects, such as the Vietnam programme, the subsidy scheme, the monitoring and evaluation framework and an event about Nature-based Solutions. In her spare time, she is also all about water sailing competitively on an all-female team. Nice to meet you, Tamar!

International Ambition

‘While I was studying, water was always the focal point. First with my bachelors in Social Geography and Planning in Utrecht and then later with my masters in Environmental Geography in Amsterdam.’ As a part of her studies, Tamar did an internship at the NGO Wetlands International in Mali. ‘I worked on many interesting projects there, like a flood warning system for illiterate farmers and figuring out how to make gold extraction sustainable.’ After her studies, Tamar worked for 2,5 years as a Water and Climate Consultant at TwynstraGudde. ‘Although I learned a lot, I also realised that I want to invest more time in implementing projects internationally, while working together with all kinds of different people. So, when the opportunity arose to work with Partners for Water I decided to go for it.’

Innovation and Experimenting

Tamar believes her consultancy experience will prove to come in handy at Partners for Water. ‘Although I have only just started, I can already tell that there is a lot innovation and experimenting here. If you see an opportunity there is room to go for it. Applying a proactive approach is something I learned both at TwynstraGudde and while doing a ‘Inclusieve Groene Groei’ (Inclusive Green Growth) internship at the Ministry of Foreign Affairs. These work experiences also taught me how to develop strong networks. It will be interesting to be on ‘the other side’ as now I’ll be working with consultants instead of being one myself. I think knowing both perspectives will help me too.’

Vietnam Experience

‘I’ll be working on several topics over the next few months. For example, I will spend time on our Vietnam programme while the designated Programme Advisor is away. Luckily, I already have some prior knowledge of Vietnam. I was there for my master thesis, which was about the export of Dutch water expertise and how trade missions contribute to them. I will also work on our subsidy scheme as well as our monitoring and evaluation framework, which will helps us see the results of our work more tangibly. Lastly, we will organise a Nature-based Solutions event when the World Bank and Asion Development Bank delegates visit in June.

Meaningful Cooperation

Tamar appreciates the changes made in the way the Dutch water sector works with international partners. ‘We used to present a solution without really consulting with our counterparts. Nowadays, there is meaningful cooperation in the whole process making use of local knowledge.’ Water is not only important to Tamar in her professional life, but also in her private life. That is why she devotes a lot of time to competitive sailing. ‘I’ve been on the water since I was young. The team I’m involved in is all-female,  which is pretty unique in the competitions we enter. When I’m sailing, I not only see trash in the water, but also the daily problems that are connected to water management. This make it all the more motivating to make the most of my time at Partners for Water.’

From their respective offices in Dhaka and the Netherlands, they elaborated on the significant collaboration and knowledge sharing between the Netherlands and Bangladesh and explored plans to continue this valuable partnership

As the Delegated Representative for Water on behalf of the Partners for Water Programme, Neeltje is part of the Netherlands Embassy team in Dhaka where she shapes the water agenda and oversees the transition away from official development aid. As a programme director at Rijkswaterstaat and equipped with extensive expertise in water safety and flood defenses, Richard provides guidance and shares his knowledge for the implementation of the Bangladesh Delta Plan.

The Bangladesh Delta Plan (BDP) is aimed at creating a resilient and prosperous delta region and both Neeltje and Richard are deeply involved with its implementation. Neeltje explains: “Through the SIBDP-programme, the embassy provides support to the Bangladesh government in implementing the BDP. This includes direct budget support and technical assistance from a consortium of Dutch and Bangladeshi consultancies. The support and shared expertise of Rijkswaterstaat is funded through the Partners for Water programme and linked to the SIBDP-programme.”

Mission March

After four years, the completion of the SIDBP-programme is on the horizon. That’s why Richard traveled to Bangladesh last March to address the various aspects necessary for a successful continuation of the collaboration. This visit was the follow up of a visit in December 2022. Richard explains: “With the programme ending in June, our focus this time was on the post-SIBDP phase and building relationships with our Bangladeshi counterpart, the Bangladesh Water Development Board (BWDB), who are ultimately responsible for implementing the BDP.”

He enthusiastically highlights their joint exploration on coastal and river management. Two major themes from which the Netherlands already learned valuable lessons. Richard asks: “How do we prevent Bangladesh from encountering the same pitfalls as the Netherlands? Nature cannot always be constrained. We are now paying a costly price to learn that”. He advocates for maintaining such knowledge exchanges in the coming years. In fact, during the mission, two concrete future collaboration proposals emerged: infrastructure rationalization and knowledge sharing in the field of ‘Adaptive Delta Management’.

Adaptive Delta Management

“What is Adaptive Delta Management (ADM)? Well, it’s all about long-term strategies that provide flexibility for future decision-making, but also about recognizing the importance of nature as a key pillar in future water engineering projects”, explains Richard. He goes on: “Within ADM, we employ the concept of Adaptive Delta Design (ADD). This is the bridge to implement a long-term strategy in such a way that you still have choices available in the future.” These approaches haven’t always been the norm. “In the Netherlands, we are currently addressing the negative consequences of our last 200 years of river management. Now, we’re sharing these experiences with Bangladesh”, says Richard.

Different Pathways

An integral part of ADM is exploring and developing different pathways for future interventions. Neeltje explains that the debate in this field is gaining momentum in Bangladesh. And the discussion amongst academia goes beyond just focusing on floods and riverbed subsidence, it also considers the implications for biodiversity conservation.

Neeltje emphasises the importance of translating these discussions into practical implementation: “There are still many practitioners who prefer steel and concrete over a natural meandering river. While the Netherlands already made its choices in the past, they are still largely open for Bangladesh. But how do you translate current knowledge into action? This question is relevant for both Bangladesh and the Netherlands, making the knowledge exchange so intriguing”.

Planning the future

Thanks to sedimentation from the rivers, Bangladesh is not only losing land, but it also regenerates explains Richard. “There are numerous developments and choices that the country is currently facing”, Neeltje adds. She continues: “The decisions being made now will determine whether the coastal growth through natural sedimentation remains a viable pathway or if this pathway will be cut off. We have learned that the ‘adaptivity’ is not only important in design but also in planning. That’s why we always strive to incorporate the principles of ADM into the various projects and programmes in which the Netherlands provides support.”

Lessons learned

When asked about the lessons learned during the government-to-government (G2G) partnership, Richard easily responds: “It’s truly learning by doing. The strength of the Bangladesh Delta Plan lies in its comprehensive and top-level integration. However, this also means that its implementation requires a significant effort. It demands challenging horizontal and vertical coordination. We can contribute to that, but at the same time, this scope is unprecedented for us.” Neeltje continues: “Indeed, when it comes to horizontal and vertical coordination, the journey is still in its early stages. It is crucial to take these steps collaborative.”

Richard emphasizes that this G2G collaboration is also incredibly instructive for the Netherlands: “The scale and challenges of the BDP go beyond what we have experienced. What can we learn from it for the major transitions we will face in the Netherlands?” he ponders. After two months in Bangladesh, Neeltje has also learned that patience is a virtue: “We are sometimes accustomed to impatience, but it is truly important to adapt to the pace and allow these complex matters the time they need.”

What’s next?

“We are currently working on a one-and-a-half-year extension to continue the current phase of the SIBDP. During this time, the Delta Wing will formulate what they need in terms of knowledge and skills to lead the Delta Program after this period”, says Neeltje. As Bangladesh transitions into a middle-income country, the relationship between the Netherlands and Bangladesh is shifting from traditional development cooperation to a partnership focused on sustainable trade, investments and knowledge exchange. This also presents opportunities for the Dutch water sector.

Richard adds: “While construction companies in the Dutch water sector may not see immediate opportunities, this transition will definitely bring new possibilities for consultancy, advisory services and research”. Embracing shared expertise and fostering a resilient partnership, the Netherlands and Bangladesh are creating a pathway towards a prosperous and sustainable future.
